It means the measure of your blood pressure when you are in a sitting or laying position after a period of rest. Its importance is that it will show what you usually and rested blood pressure. Therefore it gives your doctor a good picture of what your cardiovascular system is constantly under and what your heart's functioning is like.

Liable blood pressure, or liable hypertension is a form of blood pressure that raises and lowers frequently. "Liable" means variable, which means that the person's blood pressure can be normal sometimes and can be high at other times. It fluctuates so abruptly and repeatedly that it causes headaches or ringing in the ears. It can be helped with anti-anxiety medications.
