There is a lot of crime in any country where there is a lot of poverty as there is in Venezuela. Merida is a college town and has a lower rate of crime, though petty theft and muggings are common. Caracas is the most crime-ridden city is the country.

If you are a Westerner there really aren't any safe cities in Venezuela. The President has stirred up so much hate towards Westerners that the country is very unfriendly towards tourists. Additionally, Caracas is the new kidnap capital of the world. I would recommend a beach town and laying low on any visit.

The safest city in Venezuela would be Merida which is surrounded by the Andes on the one side and foothills on the other. Then there is the capital city Caracas. Offcourse one needs to check on themselves, travel in group and avoid late nights venture all by yourself. You may inform the local police station about your travel details.

Caracas is by far the most dangerous city in Vz. Criminals are not deterred by couples or people traveling in small groups. The local police station couldn't care less about tourist "travel details." Be smart and talk to the concierge about where to go/not go.  add a comment
