What are the proper phrases to tell the bride at a wedding?

I know "congratulations" isn't right.

"Best wishes" is the traditional thing to say instead of "congratulations." You could also say "I'm so happy for you" or "I know you'll have a wonderful life together."

While it is fine to congratulate the groom the bride instead receives best wishes. Therefore either "best wishes" or "best of luck to you" are both fine. Although I would doubt that a bride would think less of you if you tell her congratulations as well. Just be genuine with whatever you choose to say.
