The program notes consist of Messiaen elaborating on the concept of "there should be time no longer," spoken by the angel at the end of the Book of Revelations.

They are a commentary on each of the eight movements - the first is like morning, the second is the voice of an angel, third is about our desire for the joyful things, fourth is an interlude, fifth is Jesus, sixth is the apocalypse, seventh angels and rainbows, and the eighth praises Jesus.

Program notes are printed to accompany public performance of a piece. Since they're written by different people with different ideas, they're unique to every performance. There's probably hundreds of them.
