These people would be called Animal Control Officers. An Aniamal Control Officer's duty is to investigate reports and determine what discipline should take place. Animal Control officers also investigate animal bites and exposures to possible rabid animals. They evaluate these animals to determine if the animal in question needs to quarantined or tested.

People who respond to complaints about problem animals or their owners are usually known as "animal control officers." Typically they handle complaints about barking dogs, loose animals, dogs that bite, and so forth.

They are called Animal Control Officers. They come to your house and try to contain what ever animal you want contained. If it is dogs, a common name is a dog catcher. If you want someone to kill the pest, that would be an exterminator. Though if you want an animal contained, that is an animal control officer.
