Just about any straight up food item is biodegradable. After that would be most types of plain paper and non-laminated cardboard. Plain paper would mean news paper or computer paper, not photo paper, as the chemicals can make it take longer to degrade. Beyond that, most items take years to break up even in the best conditions.

The most biodegrable are the new "green" packaging supplies that are made from things such as corn, potatoes, and tapioca.

The best answer to this question is plant materials. Foods produced by plants as well as grass clipping or other yard "waste" is the most biodegradable as they almost never have any kind of negative impact on the environment. Anything that is man-made rather than natural would varying degrees less biodegradable.
