Right to lyrics and music controlled by the entity that holds the copyright. In order to have the right to perform the song, permission must be granted by the holder of the copyright. This is particularly true when use of the material results in a profit for the user.

You are getting into the myriad of laws that deal with copyright. Let's say you are performing a Beatles song with your bar band, you are OK as long as you give due credit. You generally can't record another band's copyright material without permission or make money off it.
