Marijuana is not fully legal anywhere in the world. In some South American countries like Peru and Uruguay, small personal amounts of marijuana are legal. In Brazil, it is illegal, but the penalties are minimal. In the Netherlands, you can legally buy pot in some coffee shops, but it is illegal in any other context.

Marijuana is not fully legal anywhere in the world for unlimited cultivation, sale and use. Some countries allow for possession of small amounts of weed for personal use and perhaps the cultivation of a few plants. It is illegal in the Netherlands, contrary to popular belief. Authorities there are merely soft on enforcement in certain circumstances.

When most people ask this question the first and only country that comes to mind is Amsterdam. However, pot is legal in other countries. In Portugal, pot has been legal since 2001. Pot is also legal in several South American countries. At the moment, there are other countries that are considering legalizing pot.
