Answer by  Elizabeth (92)

Carpet should be replaced in between tenants if there has been a pet or smoker in the apartment. If neither of those has happened, the carpet should be inspected after a tenant moves out. The minimum care should be steam cleaning the carpet before a new tenant moves in. If any questions exist, replace the carpet.

Most tenant-landlord laws require that the rental unit be in good condition, which means the carpet should be clean or if need be, replaced. Replacement is not required, however.

There are no "carpet replacement laws." A property must be safe, livable and not cause health problems. To this end, the carpets should be cleaned but there is no requirement to replace them. Let your feet do the talking and find another place to rent.

Replace every 5 to 7 years. If it has mold it must be replaced anywhere in the USA, according to the department of Housing and Urban Development.

Well landlords need to replace the carpet if there are mites on the carpet or insects that are stopping you from living safely.

There are no carpet replacement laws. However, at times it would be nice since some apartments have very dated carpeting. Though, they should at least be cleaned between tenants. After all, you don't want a dirty carpet for the next tenant.

Usually a landlord can tell if the stains cannot be taken out of the carpet before it should be cleaned or replaced. He should let the tenant know prior to signing the lease what the cost per sq. yard would be. He can pro rate the cost based on age of carpet. This should also be part of the lease.

well you would think nasty bug infested carpet would be a law to replace the carpet .but unfornately they can keep the carpet in a place for more then 10 years as long as it has no hazzards of falling apart or hurting or harming anyone and they dont even have to shampoo it

This will depend on where you live and if your city has any tenant protection laws. Some landlords just base replacement time on the stated life of the carpet.
