The seat should be comfortable and adjustable according to your height. The brakes should be working, both. The weight of bike should be easily liftable for you. The bell should have a bell and a front light. To check all these, always make a test ride.

If you are interested in long distance riding consider something light to work on your endurance like the traditional ram horn handlebar design with thin tires, if you are considering strength training consider something rugged with a beefier frame such as a mountain bike with decent suspension and thick tires.

First, think about how much you want to spend. Then, think about the type of bike you want. You may want a lighter, faster bike or perhaps a "comfort" bike which is heavier and not as fast, but more comfortable. Think about where you will ride: city streets, bike trails or rough terrain.

Price and quality of course, but if you are going to use it primarily for exercise you might want to consider getting a stationary bike instead. You can use it anytime regardless of weather.
