I'm inclined to say, "Sure, why not? " but it's really your decision. If you're uncomfortable with it, don't do it. If you and your partner are both interested, then go ahead. Just be prepared and know what you want to do if things start to go past making out.

This is a tricky one as I believe there are no rules when it comes to this sort of thing, if you feel a great connection and the moment allows it, then go for it! Be cautious though and read the situation as you'll easily sense whether the other person will respond accordingly.

I see no problem with making out on a second date. If you like the guy, kissing him is a really good way to tell if you guys truly have chemistry. Don't have sex with him or do anything much more yet, but kissing is harmless and can actually give you a better idea how you feel.

The answer to this question is different for everyone. If you like this person and the chemistry is there then yes. But if it isn't then the should be no.
