Should there be caulking around a toilet?

For the most part, there doesn't have to be to prevent any kind of leaking. Caulking can be used to make it look nicer/cleaner though.

Typically if a new toilet is to be installed all that is need is a standard way gasket. You can caulk around it but it isn't usually necessary.

Make sure the main valve is turned on all the way. Also you will want to check the main line to see if it is plugged.

Yes! The final step to installation a toilet should always be to apply caulking around the entire bottom edge of the toilet/floor. If you had any type of water overflow into the bathroom floor, you wouldn't want water to run underneath the toilet!
