Anything they charge you for you can usually replicate yourself for free. You just need to know how to do some html coding. You can look up guides like these online that well show you what you need to do to add stuff to your profile. There may also be free place too, just don't give them any personal information.

Absolutely not. There are many sites that will do this for free. Any time an online website asks for your credit card information, it's more then likely a scam. Especially if they say it's free and just for verification. Never give out any personal (financial) information.
