Most definitely, YES! Men should wear black socks with black or brown shoes, and white socks with white shoes. If they have a different color sock on it will look distracting and not put together.

If wearing brown or tan shoes men should wear brown socks. If wearing black shoes men should wear black or gray socks. If wearing black shoes you could also get away with wearing navy socks so long as navy matches what you're wearing.

Yes, I think attending special gatherings would require men to match socks and shoes, since it would be more appropriate for the occasion.

no, I think a man should wear if dress closes, black or navy dark color socks no matter of the shoes. different if sport wear like shorts.
