Should I rough up the bathroom walls before painting them?

As long as the bathroom walls have been previously painted, you do not need to sand them before painting them (unless you want to touch up any existing paint flaws).

the only situation in which roughing up the walls would be necessary is if the current paint has a glossy finish. priming the walls before you paint would eliminate the need to rough them up.
