No. Secondary education is high school, the industry needed laborers. All youth will not see a push towards secondary education until much much later.

That is incorrect. Secondary schooling requirements peaked in the Depression, when putting kids in schools created more jobs for adults. The age slowly rose from the 1800s on, but it was not until the Depression that it was almost illegal for those under 14 to work. And mandatory schooling was an answer of what to do with unemployed teenagers.
