Very few U.S. states block younger motorcycle passengers; actually, it is likely that only Arkansas would bar a 7-year-old from being a motorcycle passenger (minimum age there is 8 years).

This depends on your state, some have no restrictions others vary by age: Texas 5 yrs, Arkansas 8 yrs etc.

This varies from state to state. Best bet is to call the DMV, but you should make your own judgements on safety regardless of the law. Remember that fully developed adults often die from small motorcycle accidents, to say nothing of a child.
