There are several chihuahua rescues around the country. I do not think that there is one specifically for the tea cup size, so you could try starting one. Before you start one you should do some research about dog rescue centers already in your state, especially those that cater to this specific breed.

There are already many thousand chihuahua rescue groups and many of them also take care of the teacups. You really don't need to start one unless none are close by.
