Is it possible to record a soundtrack from a DVD onto a CD?

Yes, it is. There are programs which rip audio to a wave file that then can be burned to a regular cd. Just be sure that audio is converted to 44KHz/16bit before saving to cd, as most DVDs are encoded at 48KHz (or multiples) which is not the standard audio cd format.

It depends how big the soundtrack is. A CD will only hold 700 MB of material. A DVD is more than 4 times bigger so it's unlikely it would fit.
