Is it legal to download music for cheerleading?

Or do you need to purchase the rights?

It is absolutely not legal to download music for cheerleading. The writer(s) of the song deserve to earn money from a public performance of their song, and as do the owner(s) of the recording itself. When music is performed at a public place, rights to the music must be obtained. This is only fair.

It is illegal to download any music without the rights. Most people who have music for cheerleading pay to have a legal CD made by an expert.

There are many ways to download both legally and illegally. To perform in front of an audience you would need permission from the copyright owner to use the work even if it was purchased legally. However, the chance of having legal problems with this is almost non-existent.

I don't think so. If someone wants to play music publicly, he needs to purchase the rights otherwise anyone would want to play music for free. Cheerleading is a public activity, therefore they need to purchase rights.
