A legal way to download and burn music is with iTunes. You need to pay for each individual song, although they also sell whole albums. After you download the songs from iTunes you can burn a copy on a cd. You won't find a legal way to download free music.

It is also legal to download music for which you should not encounter any copyright issues because there should be nobody to claim artist rights for distribution. Also you may buy a CD or vinyl that includes a coupon for the free MP3 version of the album.
