Is it bad to still live at home at 23 years old?

If you are going to college and helping out with at least some of the bills then, no, I do not believe it is a bad thing to be living at home when you are twenty three years old. If, however, you are not helping out around the house then it is bad.

No. But you need to establish a couple of things. First you should be paying your parents something for the food and perhaps other things they provide you, like laundry and cleaining. The other is to be clear about ground rules. What are the expectations for visitors? Will other people be spending the night?

I lived at home for a number of years after college while establishing myself professionally and found it very helpful. I think it depends on the attitude and situation of the child living at home - do you have a job and/or are you a student hoping to complete a degree of sorts? Those are relevant factors.
