Hershey's is a good quality, but there are also better qualities if you look in some of the cocoa speciality stores.

Yes, Hershey's cocoa would be considered a good quality cocoa to use for cooking. When a recipe calls for "good quality" cocoa, it just means that they don't want you to use generic baker's chocolate, or a value brand of cocoa. Anything that has a recognizable brand name would be perfectly acceptable.

Yes, Hershey's cocoa is good quality but probably not the best. You may want to look for an organically grown cocoa that is not alkaline processed for one of the highest quality cocoas. I sometimes mix a very high quality, expensive cocoa half and half with Hershey's in a recipe in order to save a little expense.

If you are following a recipe, Hershey's is an acceptable form of cocoa. In a larger perspective, Hershey's cocoa isn't considered particularly high quality.

To find a good quality Cocoa powder look for one that says "Dutch Pressed" on the label. Frontier brand is one I can find locally. It is organic and certified Fair Trade. It can be a little pricey but it really is worth it. Ghirardelli chocolate and cocoa has a good flavor too.
