No. Often a mailed questionnaire is not the best way to collect information. American life is so busy. Even with the best intentions, people may not take the time to fill out the form, much less mail it. Often, the questionnaire just finds itself in the trash.

Many people do not mail back questionnaires that are mailed to them so your best bet would be to email it.

The answer to your question hinges on how you define "best", and it can be defined in different ways. Sending out questionnaires is certainly a cost-effective method to collect a great deal of information, but you can't guarantee the identity of the respondent or even if they understood the instructions. One-on-one interviews are more accurate, but considerably more expensive.
