They can be helpful but that depends on how comprehensive it is. If in doubt then definitely go to see a pro.

It depends on how well your manual is written and on your mechanical ability. Some manuals are straight forward on procedures for implementing repairs. If you have no experience in working on things then you may not understand the terminology used in the manual.

Yes if the person is willing to take the time. It may be difficult for some to read technical manuals with complicated words.
