Generally, sponsorships are contracts, which spell out liabilities. Merely sponsoring an event does not automatically make a sponsor liable. It would depend on the sponsorship agreement.

Yes you are legally responsible for anything you cosign with an individual. If the co-applicant won't honor the commitment they can actually come after you and make you pay regardless it that individual is the primary. So make sure you don't sign unless you know the character of the person.

The term "co-sponsor" would be a contractual term. There would be some legal responsibility, but it would be determined by the scope of the contract.
