This usually refers to something that you are roasting. To baste, you collect the liquid that has accumulated in the bottom of the pan, either in a spoon or a baster; and drop or pour it over the top of the roasted item. This helps to keep the item moist.

Basting is when you cook usually meat in the oven and use a large spoon to keep pouring the juices over the meat. It is supposed to keep the meat moist and give it more flavor instead of just the bottom of the roast or whatever simmering in it's juices.
