If Cuba is a dictatorship how does the government run?

Cuba is technically Communist, which means it is run by the people in elected parties who select committees who make all the decisions. In reality, only Castro family members are on the Presidential ballot and only those who agree with the Castros hold a position of power.

The government gets all its directives from the dictator, Castro. If Castro doesn't like it, it doesn't happen.

It is a dictatorship with the Communist Party handling day to day decisions. The Communist Party handles most administration. However, what Castro (Raul or Fidel) says, the Party does. The party sets prices, the local party committees make work assignments, dole out apartments, give permission for buildings to be built or open a business.

Cuba has an extensive bureaucracy, just like the United States. Even a dictator has to delegate some authority; there are just too many decisions that have to be made.

Cuba is mostly run by one person, Raul Castro, who commands the military, leader of the Communist Party and the head of government.
