A boy should grow to be at least the averaged heights of his biological parents. Sometimes children grow taller than their parents. This often happens with males. Usually, if a family has a history of having tall men, then the boy is more likely to be tall as well.

I think the boy is 4 feet and 3 inches tall. In the age of 9 years most of the boys have height greater than 4 feet. So the boy is 4 feet and 3 inches tall.

The boy in the question would be 4-foot 3-inches tall. The 9-year old part of the question has nothing to do with the overall answer.
