While the laws regarding the transport of children are specific, they can be a bit confusing. Here is a example. Some states normally, 7 year old require booster seats (they are necessary until the age of 12, unless the child is at least 135cm tall)

It doesn't depend on the age of a passenger but on their height and weight. For instance if a 5 year old is large enough, it is safe.
