Although it's very rare it's possible to have dark hair and blue eyes. Less than one percent of who have black hair have been known to have blue eyes.

People with black hair generally have blue eyes. Most of it is based on genetics and what is passed down form generation to generation. If you look at a family tree you can see the resembalance.

I can not think of any people that have black hair and blue eyes. The only people who I can think of that would have this unique combination, would possibly have color contacts in. Brown hair and blue eyes is unique enough, black hair I have never seen.
