Dietary fiber cannot be digested and goes through the body without being broken down. It actually has a slightly negative effect on carbs because anything that attaches to it flushes.

Fiber works with carbs by allowing carbs to be digested more slowly. As a result, your insulin levels which control glucose levels (carbs) in your blood won't be as active all at once. This is much better because a lot of insulin causes the release of a hormone called cortisol, which makes you gain fat.

It seems my blood sugar is more stable when I eat simple carbs with fiber such as beans. I feel less hungry after having fiber with something like pasta also.

Many foods that are heavy in carbs such as breads, pastas, and grains are also significant sources of fiber. Fiber aids in digestion and is beneficial. Therefore, the grams of fiber are subtracted from the grams of carbs to get the total negative carbs.

The amount of fiber you have helps to offset the carbs you take in. Aim for more fiber, less carbs.
