A speed camera uses radar technology and is rear facing to avoid blinding oncoming motorists with its flash. There are fixed speed cameras, in-car mobile units, speed cameras on tripods and those that can even be used from moving vehicles. The latest automatic number plate recognition systems can be used for average car speed detection.

Basically it is just a camera attached to a speed sensing radar. Once the radar sense your speeding it sends the signal to take a picture with the camera. Then the picture is used to get your plate information along with your speed.
