If you are formatting a secondary hard drive, you can do this in the OS. Otherwise you will have to do it at boot-up. Make sure your OS disk is inserted. Depending on your motherboard you will have to press a button to boot to CD, in most cases it is the F8 button.

You need to have a bootable CD/DVD which you can use to start up your computer. Afterwards, you can use MS/DOS or other similar solutions in order to format your hard drive.
