The action is filed in the jurisdiction where the events of the claim occurred. If you lived in Ohio, for example, you can file suit in your jurisdiction if the reasons for the complaint happened in Ohio.

If the person you are suing had some type of connection to the state during the occurrence, in which you are suing, then all you have to do is file the proper file and documentation at your local court. You can also go to the person's state and sue them in their state.

A nonresident who is a frequent visitor or does lots of business in your state can probably be sued there. Otherwise, try the residency state's federal or state courts.

You can sue someone who lives in a different state in either state or federal court. The only requirement is that the person have minimum contacts with your state.

You would have to hire a lawyer with license to practice in that person's state to file a civil lawsuit in the district in which that person lives in. Many lawyers are licensed to practice in more than one state.
