There is no safe way to send a virus without getting the virus yourself. Chances are, the person who sent you the virus did not do it on purpose and they already have a virus themselves. I recommend taking your computer to a specialist to remove the virus and to solve your grudge with that person some other way.

You can literally download one and send it to someone through email and disguise it as a program or a file.
