Places that offer title loans do that, but you can't put a lien on anything that doesn't belong to you without an attorney.

Go to DMV with the person that is buying it from you.. When the title is transfered to them you will have DMV record your lein on the vehicle.. The title will then be mailed to you and when the person pays you in full, all you do is sign the lein off of the title and give it to the person..

If you are referring to a lien due to the fact that someone owes you money then you would have to do so at a court house. Once the court house validates your claim they will then place the lien on the title.

You will need to go to your local tag agent or public notary to have a vehicle lien attached to a vehicle.
