Water is Two parts Hydrogen to one part oxygen. A way to generate oxygen is to run voltage through water to break down the molecule. Salt is added to the water to make it more conductive to the charge. Hydrogen flows to the negative pole and oxygen to the positive.

You can fill a cup with regular tap water. Put some salt in the water. Seal the cup, and put electrical wires through the object sealing the cup. Connect them to a battery or power source. The bubbles forming around the wires are hydrogen and oxygen.
