News stations can find about money owed, usually from the state they are in. Most states have a website for the state treasury funds for unclaimed money. This can be a forgotten bank account, money owed by a past employer, insurance monies and so forth. These are open to the public to search, and easily searched by anyone.

The majority of states have unclaimed property divisions. Organizations are often required to turn over unclaimed property (aka - uncashed checks) to the state. The state has a database that can be searched for money owed to individuals and businesses.

Some debt is a matter of public record, particularly when an action has been file (lawsuit) in an effort to collect a debt from an individual. That debt would then become public record, which anyone could access.
