First of all check if it is locked. To do so go to "Start/Settings/Taskbar and Start Menu" and make sure that "Lock the Taskbar" field is unchecked. Then just click on the empty space on your taskbar and drag and drop it to the bottom of the screen. Later you can lock it again.

If by toolbar you mean the task bar, it's quite simple. Right click on blank space on the task bar and ensure that "lock the taskbar" is unchecked. Next, on a blank space of the task bar (left) click and hold, and "drag" the mouse from it's current location to the bottom of the screen. The taskbar should follow.

Take ur mouse cursor to a blank section of your toolbar, right click on it, uncheck "lock the Taskbar" from the menu that shows up (it could be unchecked already), dragg it to the desired position, right click and recheck "lock the Taskbar"(so you won't moove it by mistake in the future) and you're done.

Right click and verify that 'Lock the Taskbar' is not ticked. Click and hold the mouse button in an empty area on the bar and drag it to the bottom.

Right click the taskbar and uncheck "lock the taskbar." You will then be free to move the taskbar to the sides or top, or to resize the taskbar.

You should be able to click and hold the toolbar and drag it to the bottom of the screen. If this does not work Right click the tool bar and click "Lock the taskbar" Then try again

Right click on the toolbar first, then unselect (just click) on "Lock the Taskbar". Once you have done this, simply drag the bar to the bottom. Then right click again and say "Lock the taskbar". This should fix your problem. In case this is not the issue, then remember you can add toolbars only to the taskbar. So fix that.

Right click on the tool bar, select Properties. Select Tool Bar tab at the top of the window, then select the configuration you want. You can then select Customize if you want to make further changes, but isn't necessary if you don't want too.

some toolbar won't be moved to the bottom of the screen. actually, there are very few toolbars that go bottom of the screen. but you can hide and view your toolbar whenever you want, so it shouldn't be that big of a problem. you should also specify what browser you are using.
