How can I get it if the government owes me a refund?

That is a hell of a procedure. I had to take money from a government office and in my country it is hard to do that. You go to court and make a statement about the problem, what are you getting refund for and what is the amount. The court addresses the letter to the government and you got paid.

The government will never send checks or cash in the mail. this means that you wil need direct deposit. Generally, if you recieve a tax refund, you will need to provide banking information. The government will then use this information to send a direct deposit into your bank account. You will be able to collect the money from there.
