Tree bark protects the inside of the tree. Many bugs lay eggs in wood, dead or alive, and the larve of those bugs eat the wood and use it as protection. Eat away at too much of the inside of any living organism and it will slowly die.

The insects may be hiding under the bark and not harming the tree. On the other hand, the insects may be feeding on the green tissues right under the bark and causing damage. It is very possible that the tree developes a disease that causes the bark to slough off.
