Scientists use several factors to predict hurricanes. The temperature of the ocean is one factor; warmer water is more conducive to forming hurricanes. Changes in upper-level winds can also indicate the beginning of a hurricane. Radar can detect a storm in its early stages.

There is an earth and space based detection network in place that utilizes computer modeling, earth and ocean sensors, satellites, and hurrican hunting aircraft. Using these tools, forecasters can make fairly predictible projections well in advance.
