For a California summons, should I send a validated debt letter response?

Yes, and you need to respond to each point in the summons. There are samples online you can use to guide you. Remember that just responding and disputing in your letter is not enough, if there is a court date, you need to appear, even if resolved prior to court.

I would always send a validated debt letter response to anyone attempting to collect any debt from me- especially if this is an illegal debt.

With a summons you need to apper in court. If you don't you could get into a lot of trouble. You should talk to a lawyer about it too to find out all the information you need, and what you need to do.
