It's hard for temp agencies to offer jobs when there are almost no jobs out there. Tell your friends to sign up with other temp agencies to increase their chances of being called for an interview. Also, if they can afford it, tell them to take some classes to update their skills.

ManPower is a temporary-employment agency, often the only "interview" is with ManPower when an application is submitted. Candidates who show up EARLY EVERY day and wait at the ManPower office for an opening have a better chance of receiving a work assignment, unless they possess a really special skill which is in demand. One can do school home-work/study while waiting.
