Do you make the cutouts in cookies before or after they are baked?

I want to make the kind that have little stained glass "windows" in them.

Make the cutouts in the cookies before you bake them. Then just before the cookies are finished you add the crushed candy and put them back in the oven.

You should use tools to cut-out shapes in cookies before they are cooked, after you have rolled out the dough.

You make the cutouts after you bake, but right as you take them out of the oven. You do this because they are still soft and pliable.

If you are making specially designed cookies, then you would need to cut them out before they are baked. typically, you would decorate them after they are done, but the shapes should be cut in advance from rolled dough and they will bake in the shape that they are cut.
