No, that is why they are called 'wind'mills. The wind generates the power or electricity that the windmill produces. If an area is powered by windmills and for some reason there is no wind, the individual units will need generators, not the windmills themselves

Windmills do not need generators, windmills ARE the generators. Electrical energy is made by the wind turning the fan blades which turn turbine. This turbine in turn builds an electrical charge in the windmill's generator.

No. Windmills of various sizes can be used to power generators but they are wind powered as the name implies. There are still windmills in use today that pump water for livestock in areas where electric power is not readily available such as in parts of western Kansas and eastern Colorado like in the old days.
