No. They can be whatever you want them to be. Usually they are Tulle, lace or some other kind of see through mesh.

While some veils are made out of lace, the majority of veils now are made out of tulle. The tulle is often paired with a beautiful hair comb or tiara. The decision should be made based on what the bride likes and what looks best with her style of dress.
