If people didn't have a conscience than we wouldn't make up excuses for our bad behavior. They feel guilty and excuses are a way of dealing with guilt.

I think it is how you are brought up. Knowing what is hurtful and what is not. How you treat people and how you want to be treated. How you react to situations, whether happy or sad. Some people have no conscience and they don't care how they treat people or animals.
