Pedestrians have the rights-of-way in reasonable situations, like at a crosswalk. A pedestrian who darts out between parked cars into coming traffic, or a pedestrian who runs across a four-lane interstate in front of a tractor-trailer cannot expect to be given the right-of-way.

In a cross walk, crossing a street at the corner with or without a traffic light which is green for your direction, a pedestrian always has the right of way.

Yes, no matter what, pedestrians have the right of way and vehicles have to yield to people on foot. Despite this, you can still be cited for jaywalking.

No, pedestrians do not always have the right of way. A pedestrian who jay-walks, walking through traffic when there are no pedestrian lanes, is in violation of the right of way.

Pedestrians do always have the right of way. Even in situations where this is a more vague (like outside of the crosswalks), vehicle operators do hold at least some responsibility.
